How a Witney Business Is Supporting the UK’s Warm Homes Plan

As the UK begins delivery of its most ambitious home-upgrade programme to date, a Witney-based business is playing a vital role in helping homes become warmer, more energy efficient and cheaper to run.

Complete Inspection Services (CIS), based at the Witney Business & Innovation Centre, is supporting social-housing providers, landlords and homeowners as they prepare for the Government’s Warm Homes Plan, published on 21 January 2026.

The Warm Homes Plan commits £15 billion of investment to upgrade up to five million homes by 2030, with the goal of reducing energy bills, tackling fuel poverty and improving the energy efficiency of the UK’s ageing housing stock. For homeowners, this means warmer, healthier homes. For the retrofit and property sector, it provides long-term certainty and sustained demand.

For Complete Inspection Services, it represents a significant opportunity to scale their impact while continuing to deliver high-quality, trusted assessments.

Energy Efficiency and Retrofit Expertise Based in Witney

Founded by brothers Ian and David Foggett, Complete Inspection Services has evolved alongside the UK’s energy-efficiency agenda. The business began by delivering surveying and large conservatory projects across the UK before recognising the growing need for professional energy assessments when early government schemes were introduced.

Within a year, energy assessments became the company’s core focus — a decision that has positioned CIS at the heart of today’s retrofit and energy-efficiency market.

Operating from Witney, CIS now works across both social housing and the private domestic property sector, providing the assessments that make energy upgrades possible. Before insulation, heat pumps or other improvements can be installed, homes must be properly assessed — and that is where CIS plays a critical role.

Their services include:

  • Energy Performance Certificates (EPCs)
  • Retrofit assessments to identify the most effective energy improvements
  • Borescope inspections to assess hidden building elements
  • Air pressure testing to identify heat loss

In addition, CIS supports homeowners, landlords and estate agents with floor plans, property photography and video, and elevated external imagery, offering a well-rounded understanding of residential property performance.

Supporting Social Housing and Local Retrofit Programmes

Complete Inspection Services works closely with retrofit coordinators and housing associations across the UK, including Clarion, Settle, Dacorum, Sovereign and local provider Cottsway Housing.

This experience closely aligns with the priorities of the Warm Homes Plan, which places strong emphasis on:

  • Improving the energy efficiency of social housing
  • Raising EPC ratings nationwide
  • Delivering area-based retrofit programmes led by local authorities

With large amounts of public funding often allocated based on assessment outcomes, CIS understands the responsibility that comes with its work and consistently delivers reports to a high professional standard.

A People-First Company Culture

While technical expertise is essential, what truly sets Complete Inspection Services apart is its people-first approach.

CIS is a team of nine, including two directors, seven assessors and two administrative staff. The business is built on the belief that the team is the company — and that people should be valued as individuals, not just employees. Respect, fairness and support underpin how the team works together and how clients are treated.

That respect extends to every property inspected. CIS works in homes of all types and circumstances, and each is approached with dignity and professionalism.

To maintain high standards and wellbeing, the company invests heavily in training and support. Regular team meetings ensure systems and processes evolve alongside industry changes, while one-to-one check-ins prioritise individual wellbeing. Quarterly social catch-ups help maintain strong working relationships, and clear boundaries around holidays ensure genuine work-life balance.

Growing the Team to Meet Demand

As demand for retrofit and energy-efficiency assessments grows under the Warm Homes Plan, Complete Inspection Services is expanding and welcoming new people into the business.

The company is currently recruiting a Trainee Property Inspector, offering full training and a clear pathway into the growing retrofit and energy-efficiency sector. The role includes hands-on experience with EPCs, property condition surveys, floor plans, air-pressure testing and digital property scanning.
